国际法制计量委员会CIML主席为5·20世界计量日致辞

  May 20th is World Metrology Day. You may ask: What is Metrology? And why do we celebrate World Metrology Day? Metrology is the science of measurement. It is about precise, accurate and reliable measurement of physical quantities used in science, industry, trade and daily life. Technological progress, high quality products, fair trade, quality of life, protection of environment… All these require precise and correct  measurements. World Metrology Day is an annual celebration of the signature of The Meter Convention on May 20th, 1875. This treaty provides the basis for a worldwide coherent measurement system that underpins scientific discovery and innovation, industrial manufacturing, international trade, the improvement of the quality of life, and the protection of the global environment. The original aim of The Meter Convention—a worldwide uniformity of measurement—remains as important today as it was in 1875. On May last year, we celebrated the most significant revision of The International System of Units, SI, which is now based on a set of fundamental constants rather than artifacts. This year’s theme for World Metrology Day is “Measurements for Global Trade”. It was chosen to create awareness of the important role that measurement plays in facilitating fair global trade, ensuring that products meet standards and regulations, and satisfying customers’ quality expectations. Have you ever wondered how many products and services are traded across the world? Or considered how much energy crosses borders as either electricity or gas? You may not be aware of the accepted amounts and take measurements for granted. That is all right. You can put trust in all these measurements because manufacturers, transporters, and governments do a lot to ensure fairness, correctness and safety in the trade and transport of commodities. Across the world, national metrology Institutes continually develop and validate new measurement techniques and participate in measurement comparisons coordinated by The International Bureau of Weights and Measurements, The BIPM to ensure the reliability of measurement sites worldwide.  The International Organization of Legal Metrology, The OIML, develops international recommendations which aim to align and itemize requirements for measuring instruments worldwide. The OIML also operates The OMIL Certification System which facilitates international acceptance and global trade of regulated measuring instruments. These international metrology systems provide necessary assurance and confidence that measurements are accurate, providing a sound basis for global trade today, and helping us to prepare for the challenges of tomorrow. World Metrology Day recognizes and celebrates the contribution of all the people that work in intergovernmental and national metrology organizations and institutes throughout the year. As the president of The International Committee of Legal Metrology, I thank the joint BIPM and OIML project team that helped to realize this year’s World Metrology Day, and I encourage all countries and metrology organizations to participate in this event.
